22:54 yes, Bulma could remove the bombs from them, but to do that they would have to A: find the androids, and B: Convince the androids to trust them enough to let them work on them to remove the bombs, while the androids have a LONG history and probably a lot of trust issues regarding Gero working on them and fucking with their brains. Much much much easier and better to simply wish the bombs away so that they can never be used against them again (And ideally, tell them that you did that, though that problem solved itself since Eighteen was still watching)

I'd have to go back and look but I feel like in the manga, Viola's ability helped speed things up most of the time (providing characters with info where to go or where someone was only as needed as we saw in the anime *earlier* in the arc), while in the anime they stretched things out by making her into an unnecessary exposition robot. To this day though, I think the collection of the key to Law's cuffs was bizarrely handled (even without the stretching the anime did).
